The “highly qualified expert (HQE)” appointing authority is unique to the DoD and within OSD, the Director of Administration, ODCMO is required to approve their appointment.
HQEs are individuals who possess uncommon, special knowledge, skills, and experience in an occupational field, and judgment that is accorded authority and status by peers or the public.
They have substantive experience and/or education, are often highly-credentialed, and have proven their ability in a particular field or fields.
HQE appointees generally gain such expertise through experience in private industry or academia.
Their expert knowledge or skills are generally not available within the DoD and are needed to satisfy an emerging and relatively shortterm, non-permanent requirement.
