Raytheon demonstrated an enhanced long-range electronic identification capability that helps soldiers better validate targets on the battlefield and reduce fratricide.
Part of a U.S. Army-sponsored demonstration, Raytheon integrated its Target Validation System technology with a Long Range Advanced Scout Surveillance System (LRAS3).
"Raytheon's TVS technology can identify friendly platforms obscured by tree lines and under adverse conditions such as morning fog and smoke, which could make a critical difference for soldiers in combat," said Brad Hollenberg, senior director, Raytheon Network Centric Systems Combat Systems. "The technology is designed for ease of use and complements LRAS3 and other tactical standoff surveillance and targeting systems.

"Our electronic target validation technology can reliably identify friendly targets in less than one second at long ranges and well within the operator's normal target engagement cycle," added Hollenberg. "TVS technology is highly directional, uses very low power, and is encrypted for covert full-spectrum contingency operations."
Raytheon TVS technology is an electronic "question and answer" system that uses Ka radio frequency band. TVS can operate from moving and stationary platforms to provide near-real-time feedback to the warfighter during target engagements. It is also interoperable with systems used by NATO and coalition partners.
Raytheon's TVS technology is being evaluated by the Army's Joint Cooperative Target Identification - Ground (JCTI-G) risk reduction program. "We are working parallel efforts to validate TVS technology for light vehicle, airborne and joint applications that support irregular warfare situations such as in Afghanistan," said Hollenberg.
Under the Army's Light Vehicle Demonstration (LVD) program, TVS technology will be integrated on a HMMWV vehicle to validate operation

Combat Identification Panels were developed after the Persian Gulf War to reduce friendly fire incidents among allied ground forces. These panels are designed so as to produce a distinct and easily identifiable infrared signature when seen through thermal imaging systems. Originally created as a hasty expediency, the use of low-thermal-emissivity tape and physical separation from the body of the vehicle meant that the panel would appear as a contrasting dark (i.e. cooler) area through thermal viewers.
CIPs first saw widespread use in the Iraq War where nearly all coalition vehicles were equipped with these devices, usually mounted on the sides and rear of the body and/or turret. Some were even mounted on the driver and front passenger doors of Humvees with a special cutout so the door handle could still be accessed through the panel, as well as on the hood between the windshield and the top grille.

Combat Identification Panels
When viewed through FLIR thermal sensors, the CIP shows up as a contrasting cold spot on the hot target image.
In the engagement process, a gunner would use this contrast to determine if the targeted vehicle is friendly or unknown.
Tests show that the use of CIPs serviceability affect the image gunners see through their thermal sights.
The CIP is mounted to provide all aspect coverage, however, terrain features, such as trees and other vegetation, proper defilade firing positions, and other obstacles will break up the thermal image of any vehicle.

Combat situations clouded in uncertainties beget mistakes - even when good men are involved.
Last summer, the fog of war descended on the crew of the USS Vincennes (CG-49), which shot down Iran Air Flight 655 over the seething Persian Gulf.
The Vincennes first detected Iran Air 655 two minutes before the surface action began, while the cruiser was being threatened.
The Vincennes' CIC identified the contact as "unknown - assumed enemy.”
This radar echo was identified with a Mode III IFF response, but the IFF operator also had a Mode II response at Bandar Abbas airport.7
7. The operator did not move his range gate with the target, and therefore misidentified the Mode II IFF response with this target.
Movement of the IFF range gate is semiautomatic.
In a conventional mechanically scanned radar, the IFF interrogator automatically points at the radar's target, and thus it is much more difficult to make this kind of error.
Electronic scanning (as in the SPY-1A) has so many advantages over mechanical scanning, particularly when high-speed targets are involved, that this IFF advantage would seem minor at best.
