John Spartan (Sylvester Stallone) is puzzled to hear about the Arnold Schwarzenegger Library, named after the former President of the USA.
As part of their box office rivalry during the 1980s and 1990s, Stallone and Schwarzenegger would frequently make such jokes in their movies at the other's expense.
Schwarzenegger was indeed known to have Presidential aspirations at the time, but the U.S. Constitution prevented non-native citizens from running.
Hence Lenina Huxley's explanation that, based on the sheer popularity of his movies, the 61st Constitutional amendment was passed, allowing Schwarzenegger to run for President.
In 2003, Schwarzenegger was elected Governor of California, and shortly thereafter, three Senators separately proposed amendments to the constitution to allow naturalized citizens to become President (but by that time, Schwarzenegger's interest in the job had waned).
