All servicemembers on Okinawa are under “Tier 3 Liberty Status” until further notice and prohibited from consuming alcohol on or off base, said a message issued late Sunday evening by II Marine Expeditionary Force.

“Marines, Soldiers, Sailors and Airmen must return to quarters and cease consuming alcohol effective immediately,” the message said.
“Off base liberty is NOT permitted in Okinawa. Authorized leave is to be conducted outside Okinawa.”

This stringent liberty policy is the most restrictive of the three tiers imposed on Okinawa in accordance with operational requirements.
According to the 2016 liberty order published by U.S. Forces Japan, this level of restriction "may be driven by a [foreign criminal jurisdiction] incident that threatens host nation basing and/or the U.S. ability to complete its operational mission."

The current incident comes with especially bad timing for U.S. military officials, taking place on the same week as the murder trial for Kenneth Franklin Gadson Shinzato, a Marine veteran who was working as a civilian employee at Kadena Air Base.
He is accused of murdering a 20-year-old Okinawan woman, Rina Shimabukuro, on April 28, 2016, and disposing of her body.
The trial is ongoing in Naha.

米海兵隊員を偽造カード所持で逮捕　
警視庁

東京・渋谷の百貨店で偽造クレジットカードを所持していたとして、警視庁が１０月、不正電磁的記録カード所持の現行犯で、沖縄県浦添市の米軍基地「キャンプ・キンザー」に所属する海兵隊員の米国籍の男（２５）を逮捕していたことが２４日、捜査関係者への取材で分かった。
市販の器具などを使ってカードを偽造していた疑いがあり、既に同罪で起訴された。
カードをめぐる犯罪は近年、増加傾向にあり、捜査当局が警戒を強めている。
